Freeport LNG Expansion, L.P. and FLNG Liquefaction, LLC (collectively FLEX)

The Office of Fossil Energy gives notice of receipt of a joint application filed December
17, 2010, by Freeport LNG Expansion, L.P. and FLNG Liquefaction, LLC  (collectively FLEX),
seeking  a long-term multi-contract authorization to export up to the equivalent of 9 million
metric tons per annum of domestically produced LNG, up to a total of 225 million metric tons.  Authorization is for a 25 year period commencing on the date of first export, or 5 years
from the date the authorization is issued, whichever is sooner.

FLEX proposes to export LNG from Quintana Island near Freeport, Texas, to any country
with which the United States does not have a free trade agreement  requiring national
treatment for trade (NFTA) in natural gas and LNG, which has or in the future develops the
capacity to import LNG via ocean-going carrier, and with which is not prohibited by
U.S. law or policy. F.R. Notice published 1/27/11; 76 FR 4885;  comments were due
