Dominion Cove Point LNG, LP - FE Dkt. 11-128-LNG (NFTA)

The Office of Fossil Energy gives notice of receipt of an application filed on October 3, 2011, by Dominion Cove Point LNG, LP, (Dominion), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) to any country with which the United States does not have a Free Trade Agreement requiring the national treatment for trade in natural gas and LNG, that has or in the future develops the capacity to import LNG via ocean-going carrier, and with which trade is not prohibited by U.S. law or policy.

Dominion is seeking authority to act as agent for others who themselves hold title to the LNG
and is proposing to export LNG in an amount up to the equivalent of 1 billion cubic feet of natural gas per day (approximately 7.82 million metric tons per annum of LNG) for a period of 25 years. The LNG would be exported from Dominion’s Cove Point LNG Terminal located in Calvert County, Maryland, pursuant to construction of a liquefaction project integrated with the Terminal, which
will be operated as a bi-directional facility. Dominion requests the authorization to commence
