Delfin LNG LLC - FE Dkt. 13-147-LNG (NFTA)
The Office of Fossil Energy gives notice of receipt of an Application filed November 12, by Delfin LNG LLC (Delfin), seeking a long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 657.5 billion cubic feet of natural gas per year to Non Free Trade Agreement countries. Authorization is for a 20-year period commencing on the earlier of the date of first export or seven years from the date the authorization is issued. Delfin proposes to export the LNG from its planned, newly constructed floating liquefaction project to be loacted in West Cameron Block 167 in the Gulf of Mexico, offshore Cameron Parish, Louisiana, near the terminus of existing thirty-mile pipeline. The authorization requested here would allow Delfin to export LNG to any country that has or in the future develops the capacity to import LNG via ocean-going carrier and with which the United States does not have a Free Trade Agreement but does prohibit trade. Delfin is requesting this authorization for itself as well as to allow it to act as agent on behalf of other entities who themselves hold title to the LNG, after registering each such entity with DOE/FE.
