ORDER TRANSFERRING BLANKET AUTHORIZATION

TO IMPORT AND EXPORT NATURAL GAS

FROM AND TO CANADA AND MEXICO








DOE/FE ORDER NO. 1055-A














In DOE/FE Order No. 1055 (Order 1055), issued in FE Docket No. 95-36-NG on May 30, 1995, PennUnion Energy Services, L.L.C. (PennUnion), a Delaware limited liability company with its principal place of business in Houston, Texas, was authorized to import and export natural gas from and to Canada and Mexico.(1) Specifically, PennUnion has authority to import up to 40 Bcf of natural gas from Canada and to export up to 40 Bcf of natural gas to Canada. PennUnion also received authorization to import up to 40 Bcf of natural gas from Mexico and to export up to 40 Bcf of natural gas to Mexico. The term of this import and export authorization is for two years beginning on the date of the initial import or export, whichever occurs first. Deliveries have not yet commenced under Order 1055.

On August 25, 1997, Columbia Energy Services Corporation (CES) filed an application requesting that Order 1055 be transferred to CES. Recently, PennUnion merged with and into CES. CES is a Kentucky corporation with its principal place of business in Houston, Texas. CES seeks to continue the same import and export activities authorized under Order 1055, and under the terms and conditions described in that Order. Accordingly, pursuant to section 3 of the Natural Gas Act, the import and export authorization conferred by DOE/FE Order No. 1055 is transferred from PennUnion Energy Services, L.L.C. to Columbia Energy Services Corporation, effective on the date of this Order. CES shall be bound by all terms and conditions set forth in Order 1055.
