On February 7, 1990, Northwest Pipeline Corporation (Northwest) was issued authority(1) to import up to 152,000 Mcf per day of natural gas from Westcoast Energy Marketing Ltd. (now Engage Energy Canada) in accordance with the Kingsgate Gas Sales Agreement (Kingsgate Agreement) dated September 23, 1960, as amended August 5, 1989. The term of the Kingsgate Agreement expires October 31, 2004.
On September 9, 1992, the Office of Fossil Energy (FE) issued DOE/FE Order No. 664(2) (Order 664) which transferred Northwest's import authority to its four largest customers, Cascade Natural Gas Corporation, Northwest Natural Gas Company, Washington Natural Gas Company, (Washington Natural) and The Washington Water Power as part of Northwest's transition from a merchant pipeline to an open-access transportation pipeline. Under Order 664, Washington Natural is authorized to import 95,798 Mcf per day of natural gas.
On August 25, 1998, Puget Sound Energy, Inc.(3) (PSE) notified FE that Washington Natural and Puget Sound Power and Light had merged to form PSE, and requested FE to transfer Washington Natural's import authority to PSE.
Accordingly, pursuant to section 3 of the Natural Gas Act, the portion of the authorization to import natural gas granted to Washington Natural in Order 664 is amended to substitute Puget Sound Energy, Inc. as the importer of natural gas.
