ORDER AMENDING LONG-TERM AUTHORIZATION

TO IMPORT AND EXPORT NATURAL GAS

FROM AND TO CANADA










DOE/FE ORDER NO. 969-A












Westcoast Power Inc. is authorized by DOE/FE Order No. 969 (Order 969)(1) to import and export up to 8,246 MMcf of natural gas per year from and to Canada over a term which expires October 31, 2005. On September 1, 1998, Westcoast Power Holdings Inc. (Westcoast) filed an application requesting DOE to amend Order 969 to substitute Westcoast for Westcoast Power Inc. for the remainder of the outstanding term. The amendment will reflect a corporate reorganization that was effective as of September 30, 1997.

Accordingly, pursuant to section 3 of the Natural Gas Act, Order 969 is amended to substitute Westcoast Power Holdings Inc. for Westcoast Power Inc. as the importer and exporter of natural gas, effective the date of this Order. All terms and conditions in Order 969 remain in full force and effect.
