Estimated Cost and Energy Impacts of Spill Prevention, Control, and Countermeasure Regulation on Seven U.S. Energy Sectors

In December 2006, the Environmental Protection Agency issued a final rule to amend the Spill Prevention, Control, and Countermeasure (SPCC) rule at 40 CFR Part 112. The rule addresses issues raised by the Agency's 2002 SPCC final rule and streamlines regulatory requirements for facilities with smaller oil storage capacities, qualified oil-filled operational equipment, motive power containers, and mobile refuelers. Another regulatory reform rulemaking is scheduled for 2007 providing further opportunities to reduce the cost and energy impacts of SPCC regulation and to increase compliance, resulting in greater environment protection.
To support the regulatory streamlining process, DOE commissioned analyses on the potential cost and energy impacts of SPCC regulation on seven U.S. energy sectors. DOE routinely monitors proposed regulatory initiatives that may impact national energy policy objectives and works with other Federal agencies to support more cost-effective regulatory decisions based on sound technical and scientific information.
